Months Spray Collar

I have a mini doxie who barks ALOT! –i tried the collar that spray citronelle & it doesn’t work- HELP!?
I am getting fined by my condo association (another GREAT reason to never, ever buy a condo!!) and next steps could be making me leave — It is not worth living with such petty people, so i plan on leaving — but i still need to find a solution to his barking. I am home with him ( cody)alot & he isn’t very barky, but i assume when i leave it gets bad and that is what they are complaining mostly about. I close all the windows & the patio door to try to keep any noise “contained”… Is there any book or program i could try ? What do you think makes him bark so much? I have another doxie –max –who doesn’t bark at all. I adopted him about 5 months ago–cody ( the barker) I have had since he was 4 months old ( he is now almost 3)………….sorry for the loooonnnggggg story. An comments or suggestions would be greatly appreciated
Good luck, The breed as a whole (since being a toy breed) has a yappy high pitched bark. This makes the sound travel. I would just say move to an area that isnt so objective to dogs or just dont leave your dog home alone without a television or sterio on (they have a dvd or cd that is pleasing to dogs). This may help.
