How to get my cat comfortable with touching..?

I adopted a really sweet cat from the local shelter. He is a cuddler and lovers to be petted. But when I go near his tail, bottom or back legs he turns around and attacks me while meowing really loud in anger. I don’t know why he is so sensitive to being touched from waist back, but is there anything I can do to get him to trust me, and eventually enjoy being petted all over?

Since he is from a shelter, my guess is that perhaps he has been hurt badly there by a human or another animal before you adopted him.

Just be gentle and go very slowly with him. Pet him only where he likes it for a few days then slowly let your hand trail down his back bit by bit. Stop when he begins to get angry and resume petting only where he likes it.
Or just pet him in the region he likes it then go slightly lower, like a finger-width, on the petting length every day until he is used to it and is comfortable with you.

The only other thing I can suggest is perhaps taking him to a vet to get checked out. Perhaps he has hurt himself somewhere in that region but it isn’t visible.
