Could a seamstress alter a shirt and sweater vest into a vest with the built sleeves and collar?
I have an oxford button up with a rare print that I adore, but I have gained weight since then and I always had a problem with the sleeves/armpit area. My arms are unusually fatter in proportion to the rest of my body, so I can’t lift them up in the shirt without ripping it. Also, it is too short and I think it may have shrunk a little in the washer since it is cotton. But I wear a sweater vest over it. So I’m wondering if:
1) the seamstress could basically cut off the torso part and use it to “let out” or make the sleeves roomier.
and
2) she could make it so just the sleeves and collar are sewn into the sweater vest.

I don’t wanna look like a fool going into the alterations place and asking.
I’m sure she could. But if she was unwilling, it looks like a simple enough job to do at home.
